Fontello.css nie działa na localhost

Witam 

Na początku chciałem zaznaczyć ,że widziałem post dotyczący tego samego tematu jednak w moim przypadku rozwiązanie nie pomaga.

Problem polega na tym, że używając localhosta ikony z fontello są pokazywane, ale nie reagują na żadne zmiany w pliku fontello.css. Próbowałem też zmienić styl w pliku php ,ale rezultat jest taki sam.Otwierając plik bez użycia localhosta wszystko działa dobrze, strona reaguje na zmiany w css.

W taki sposób podłączam pliki css:
